A planned city on steep hills
Laguna Niguel was planned around its hills and parks, and its city trees now have their own law. The Laguna Niguel Corporation bought the old land grant in 1959, and Victor Gruen's 7,100-acre plan set nearly a third of the land aside for parks. The city formed in 1989. Its hills rise to 936 feet at Niguel Hill, and slopes have failed here before: a 1998 landslide of poorly graded fill destroyed several homes. In 2022 the Coastal Fire burned at least 20 homes in Coronado Pointe. In October 2024 the council passed a tree law that bans topping public trees.
The tree by your curb may belong to the city — and since 2024, city law says no one tops it.

Who governs tree work in Laguna Niguel
City of Laguna Niguel
Tree work in Laguna Niguel follows the City of Laguna Niguel's rules. The Public Works Director controls planting, pruning and removal of trees on city streets, parks and other public property, and it is unlawful to damage or remove a tree on public property without the Director's written permission (Municipal Code Sec. 11-8-64). Attaching cables, wires, signs or other objects to a street, park or public tree is also not allowed. Rules change. Confirm current requirements with the jurisdiction before work begins — filing a permit is the property owner's responsibility, not ours.

Rope-down removals, winter pruning and palm trims in Laguna Niguel
Supreme Tree Experts removes trees by rope, prunes from September to March and trims palms on steep Laguna Niguel lots. If beetles are stripping the leaves off a yard eucalyptus, Laguna Niguel owners ask Supreme Tree Experts.
Tree Removal

Trees on your own lot in Laguna Niguel come down piece by piece, lowered on ropes where slopes are steep. City trees are different, since the 2024 tree law needs the city's written permission. We tell you where the city's trees begin.
Tree Trimming & Pruning

Heavy pruning in your yard suits the same window the city uses for its trees. It trims from mid-September through March, so crews stay clear of nesting birds. We thin and shape yard trees on that timing.
Stump Grinding & Stump Removal

Stumps on hill lots are ground low, and we clear the chips so they do not wash downhill. The spot is left ready to plant. Surface roots near walks and walls are cut out too.
Palm Tree Trimming & Skinning

Loose fronds on hillside palms can blow onto roofs and down slopes. We cut them, along with the fruit stalks, before the wind does. A crew in our lift truck then peels the old frond bases away in even rings.
Emergency Tree Service

On May 11, 2022, gusts of 20 to 30 mph drove the Coastal Fire into hilltop homes here. Wind like that can drop trees fast. Our crew answers 24/7 for any tree on a roof or drive.
Tree Maintenance

The city warns that the dotted paropsine leaf beetle can strip and even kill eucalyptus. A regular check spots chewed, thinning leaves early. We also look for dry, dead limbs and split crotches on every visit.
Tree Height Reduction

The 2024 tree law bans topping city trees, meaning limbs cut back to stubs. Topping harms yard trees in the same way, leaving weak regrowth. We lower a tall crown by cutting to healthy side branches instead.
Estate Tree Care

Nearly a third of the city's planned land was set aside for parks, so many lots back onto open slopes. We care for larger properties season by season. Boom trucks with 75 feet of reach lean over walls to trees on those slopes.
Tree Shaping & Shrub Shearing

The tree law counts a plant that hides traffic signs or blocks walkers as a nuisance. We shear hedges and shape shrubs so paths and sight lines stay open. Clippings are bagged and hauled off.
Landscaping

New city trees must stand 10 feet from a fire hydrant, and only small kinds go under power lines. We bring the same spacing sense to your yard. Trees go where their crowns and roots have room.
Hardscape

A 1998 landslide here was blamed on poorly graded fill. On a sloped lot, we set patios and low walls on a firm base and keep water moving away. Tree roots near the grade are left to hold the soil.
Laguna Niguel slopes need more than a saw: our check, cover and reach
Tree work goes wrong when it is rushed or under-equipped. We run our own 75-foot boom trucks, lift trucks, chippers and stump grinders, and every crew works under an ISA Certified Arborist — so the job gets done right the first time.
We hold California license #1002853 for both landscaping and tree and palm work, we are bonded, we carry general liability and every employee is on workers’ compensation.

ISA Certified Arborist
A free visit from an arborist tells you if the tree stands on your land or on city land, where the city's written permission comes first.
Licensed, Bonded & Insured
Hillside work carries real risk. California license #1002853 covers our tree service (C-61/D-49) and landscaping (C-27), we carry a bond, and each crew member is insured.
Southern California Since 1985
The family started this business in 1985, four years before Laguna Niguel became a city in December 1989.
Our Own Equipment
Our own 75-foot boom trucks reach over walls to trees on the slopes behind homes, and our own chippers clear the cut wood.

Tree work in Laguna Niguel: the common questions

Not without written permission. Under the 2024 tree law, it is unlawful to damage or remove a tree on city property without written permission from the Public Works Director. That covers trees on streets, rights-of-way and parks. Contact that office before anyone cuts.
Not on city trees. The 2024 law makes it unlawful to top any public tree, meaning cutting limbs back to stubs so the natural canopy is lost. The city can exempt a tree badly damaged by a storm. Topping harms private trees in the same way, so we lower height with proper cuts instead.
It may be the dotted paropsine leaf beetle. The city warns that this pest feeds on eucalyptus, and bad cases can strip a tree of its leaves and even kill it. If your eucalyptus looks thin or chewed, have an arborist check it before the tree weakens further.
Very close. On May 11, 2022, the Coastal Fire started in Aliso Woods Canyon. Gusts of 20 to 30 mph drove it through thick brush and into the hilltop homes of Coronado Pointe. It burned nearly 200 acres and destroyed at least 20 homes. On these ridges, it pays to keep trees near the house clear of dead wood.
Yes — $600 for tree services, wherever the job is. Steep back slopes and trees behind walls take longer to reach, and that shapes much of the price here.
Yes, 24/7. Hillside winds can drop a limb or a whole tree at any hour, even outside the stormy months. Call 877-787-7363.
